where will i get these authentication papers for embassy?

Question

1. Original and two (2) Copies of Authenticated Birth Certificate has

I am getting married abroad. i have the NSO copy but the 2 others i have not authenticated in the offices listed above, should i send it to Malacanang in Manila or Cebu?

DFA we have an office here in Cebu so i will have to file it from there?
