The population of Black people in the USA is growing, in fact. It's just that the population of Hispanics is growing faster, due to births and immigration, so the total percentage of Blacks, relative to the US population, is smaller now than a few years ago.

It depends on how you view it. There are some people who are dark and of African Orgin who dont consider themselves black.
Most people from Bangladesh are black in color but they are of a different orgin.
Many people in the Middle East are Black yet they are considered Middle Eastern.
Basically you need to clarify (Black)

The ratio of "minorities" versus caucasians increases every year. Minorites as a group comprise a larger portion of the population in the US which makes calling them "minorities" rather inappropriate. It would be like calling you intelligent.

I don't know. However you can check the US census bureau for the statistics.
I do not think we have less, but I beleive that we have more of other "minorities" such as Asian, or Hispanics, which have diluted the % of African-American minority status.
