All you have to do in order to establish residency somewhere is to move there and have an address. If you can show that you are renting or purchasing a home, it's automatic. For certain court privileges (like to establish residency for marriage or divorce) you may have to show you've lived in an area for 6 months or something like that. Ditto for attending Missouri colleges as an in-state student (reduced tuition.) I don't know the rules in Missouri. Check with the court system there.

Because you've put this in Higher Education, I'm assuming tuition is the issue, so this is information from ONE Missouri university. Check requirements with the individual university you seek to attend: http://www.semo.edu/cs/financing/residency.htm

I asked a similar question. To be considered a resident if you are applying to a college you must live there for 1-2 years and take steps to become a citizen.

You shouldn't need to spend anymore time than what is required to obtain proper identification as a legal resident of that state or any state. Time requirements usually pertain to when a legal resident wants to run for and hold elected offices. Look at the state's DMV page for the requirements. That's usually where you'll find the necessary documentation to obtain driver and adult IDs.
