If you are open to international locales, check out Madeira or Porto Santo Portugal.

International Living, http://www.internationalliving.com/, has a lot of useful information.

Best wishes.

Domenican Republic, is a great area! I work in that area from time to time, but there is alot of things that you need to know about before buying outside of the US. I have a Free E-book that your more then welcome to down load on my website www.realestateinvestingtours.com about not getting rib off buying properties internationaly.

Good Luck and be safe, and PLEASE do alot of home work before buying something or find someone that has done this before and can walk you threw every step.
