i just completed a online course at pennfoster.com i have already tried walgreens but they were alittle mean cos i have a online degree.
i just registered to take the ptcb in nov.

You could start by going to the smaller local pharmacies that may be independently owned and operated. The larger chains have a tendency to only hire techs already certified. I took a course through a local business college where i live, and they provided my externship. also try contacting the online course administrators and ask them for some tips.
Keep trying, some one will give you a chance eventually. It may help, to have printouts of exams and grades available and offer to take a quiz on drug names if they wish to test your knowledge.
also, try applying for a pharmacy clerk position. While not exactly what you are looking for, you can gain some experience in the pharmacy typing in the prescriptions and helping at the register.

Try a pharmacy that is inside a grocery store like Shaw's, Stop and Shop, Shop Rite, Walmart. Pharmacies inside grocery stores are usually desperate for help. Also, you can apply to CVS online. I've only worked at Shaw's-Osco pharmacy a month, NOT licensed, but a month was enough experience for CVS to hire me.... Just keep looking! I start CVS in 3 days!
