Those are deposits of fat under the skin usually associated with high cholesterol. You would need to go to an ophthalmic surgeon to get them removed. However after you did that they would just come back again unless you reduced the cholesterol levels in your body significantly.

If the cause is dry skin, try dabbing a bit of extra virgin olive oil on the area, also great to remove any makeup. Drink alot of water. Olive oil is a major product among the higher end moisturizers. It is simple and more than likely you have it in your kitchen. It will not clog your pores like most oils.

the eyes area are very difficult to treat bcz the skin around(Atopic) under eyes would be sensitive, for my suggestion eat more protien, Calcium ,drink more water,,*blue green alga(spirulina -high protien,18amino acid ,E,etc) eyes cream product work very well if u feel that not work likely ,so should go to see the doctor to get some advise or do Q-switched Ruby or Nd:YAG by the M D skin professional ,the cost not much,. good luck

try coconut butter---and get you a good moisturizing eye cream. If your skin under the eyes is that dry that you got these white bumps, then in all likelihood your entire face is very dry and you need to put some good cream on
