No doubt your question will provoke many empty headed Christians to quote the New Testament at you, I don't think you'll get a strait answer.
Of course you're right, we need a plan before anything can be achieved. If God exists I think he, being all knowing, would find this a dichotomy in his laws for human kind. I can hear Him now. "It's the way they interpret my law, to suit their own ends"
And yet you know, I still find myself in times of trouble, God help me, or my wife and kids. I guess it may come from centuries of indoctrination or the collective unconsciousness.

Be there God or not (I'm happy to leave that question for others) I have the strength of character to take responsibility for my own actions. If I have no plan, then I expect to not know what might happen next. If I wish to have more control in my life, I plan and anticipate problems. Either way, any intervention is neither expected or required. If something unexpected happens, I deal with it and move on. Life is too short to worry about what could have been, should have been, who did what, did somebody else make that happen?
I do not expect others to take responsibility for my actions - why should I expect the same of a higher power? If I need help and support through a difficult time, I would rather get friends and family to lend me their thoughts and more, rather than try and listen to a power whom is difficult to hear in even the most quiet of moments - I need that help and support when I need it, and my family will be there. If I have no-one to sympathise with a problem, I will find someone.
That's my personal view, anyway - my life is mine, and I take responsibility for it. Then, all the rewards are mine and richly deserved!

Well reading the verse "ask and you shall receive" you have to look at the attaching verse "seek ye first the kingdom and all else shall be added unto you.Wich means that there is a condition to the first verse. You have to keep up your side of the bargain when doing that you open up the door for god to work in your life and thus take your focus unto the thing you really need.

I think you are viewing the Bible through humanisitc eyes and ears. This verse does not require a plan. Only that we view God as apporachable. Not some Deity on a cloud somewhere, but one who is in our midsts. Someone who is so close they HE will hear our requests.
You should understand that God in not about interference in one's life. God is about relationship with us; his creation. He wants us to approach him. He is also saying that he is approachable- not some distant and tyranical being who does what he wants. But God who is interested in our meager lives, no matter how important, or unimportant we are. In fact the lower we are in our eyes the more it seems that he cares for us.
He goes on in the next verse to advise us how to ask - If we do not ask then we do not receive, and when we ask we do not receive becasue we have not asked correctly - because what we ask we will spend on our passion (not on what is right).
So a plan is not necessary- just a desire to do what is right- and to have a relationship with Him. If we base our request on these tow points then we shall recieve. Even if you do not have a plan.

God always gives me what I need to succeed. He doesn't always give me everything I want. Hence, no Porsche. I find that when I am deep in the spirit I can see his plan for me clearly. It is when I stray into sin (more than usual) that my path becomes clouded with doubt.
If you want the hear God laugh, tell him YOUR plans.
It's more complicated than this, so don't go picking any nits.

God discusses what you should do with your Heavenly Hosts and your Overseer. He gives you what you want when you ask for it but he ultimately decides for you and makes sure you have the type of mind to satisfy him in his kingdom.

***"Ask and you shall be given "***
Don't we all wish it was as easy as that.
We have to ask for it, then works towards it.
When we are successful, we have accomplished
it. Keep the faith and prayer though.
Have a nice day.
