People will find out about it eventually.
Try and get other popular web sites with similar subject coverage to link to your web site, this is taken into account by search engines when ranking site popularity.
Make sure you have the correct keywords in the meta data of your home page, search engines look for these when indexing sites.
Try joining a "Webring" of similar sites.
To find out what a Webring is, Google it
Put hyperlinks to your site and blog in your email signature and MAKE SURE THEY WORK!! :-)

Hard to say, it's like asking what is the most cost effective way of advertising any product, as differnt products have different target audiences.
Putting a link in your sig file in emails and newsgroup posts is free.
Getting yourself higher up search engine lists is an art but again can be free, or you can pay someone to try that for you, but that's a waste of money.
Arranging mutual links between similar and related websites.
Depending on the webpage, you can send a press release to suitable media, and if it's a slow news day/week/month you may get a hit.
I could go on, but it does depend on the product.

However, if you don't get your site listed near the top, I would recommend investing in search engine marketing by buying search terms on either Google and/or Yahoo. For example if your site is all about downhill skiing, you might want to bid on the words - skiing, skis, pistes etc. Therefore your ad shows up when people search teh words. You pay for every click that happens on your ad. You can control exactly how much you want to spend each day.
