float as high as it will go. Is there a simple fix for this, besides turning the water off?

If water continues to flow when you lift the ball float to the top, then the gasket inside the fill tower that shuts off the flow is either worn out, or it has some small piece of crud, (usually lime, calcium buildup), caught between it and the seat, (the part that the gasket seals against). And no, there is no simple way to repair this that doesn't involve shutting off the water supply to the toilet. If you don't have a shut-off between the floor and the toilet tank, then you'll need to find the main valve, (usually in the basement). You'll need to do one of two things, either clean the gasket under the arm of the ball float, or replace the complete fill tower. You can tell if your current tower is cleanable by looking at the top. Some of the older model towers had three screws holding the mechanism together that you can remove with the appropriate screwdriver. If you find these screws, after you've shut off the water and flushed the toilet to relieive the pressure on the water lines, take them out and gently remove the top of the tower assembly. You should find a small, black, round solid rubber or soft plastic gasket in a small area of the center. It will come out and can be cleaned by scraping lightly with the edge of a screwdriver or knife. Once you have it cleaned, put it back together in the reverse order and turn on the water. It probably won't leak anymore. If it continues to leak then you need to replace the complete assembly, which is not much more complicated. If you need more help email me.

Your ballcock valve is faulty and should be replaced. This is pretty easy to do and also inexpensive. If your line from the angle valve on the wall to the toilet is a solid tube, I would suggest replacing it at the same time with a flexible line. It will make the change much easier.

You can try to clean valve the float is attached to by turning off the water and disassembling it. Most likely it will break so I would just buy a new one for $15 at the store !
