Mexico is a huge city the numerous sites, so you won't be able to be near all the sites.

The Hostel Catedral is a good choice. It's located right behind the cathedral. A metro station is nearby to give you access to other areas.

Don't panic when you see the price list as $90. That's ninety pesos.

Hostal Moneda, it's in the heart of Mexico City. Very inexpensive.
Free breakfast and dinner buffet.
Everyday they give one free tour to Historic Downtown or the Anthropology museum

I´ve heard this one is good, but I´ve never been there. And it´s also very cheap.

there are many options to see where you want to go. on zocalo ( downtown - www.centrohistorico.com )

Polanco is close to museums and chapultepec and the best hotels and hostels.

Coyoacan is south and you see many more cultural things...

It depends where you want to go. Most places you can arrive by subway.
