can laptop batteries be charged externally?

i have toshiba satellite laptop and it is not charging the battery

Are you sure the Toshiba machine is not charging the battery?better seek the support from Toshiba.You can charge it externally if you have charger for the battery.

welli don't think its a rechargable battery
