I need to relate math to another subject. I would like to know how the government measures the crime rate across the country.

They compare it to the rate for the previous years. So for example, say the rate for violent crimes in Houston has gone up 10% from last year, and last years total of violent crimes was 5000 crimes (reported). A rise of 10% would mean that there were 5500 crimes reported this year.

Each agency has to keep statistics and report them to there state using uniform crime report or "UCR'S" each month.

At the end of the year the Federal govenment compiles the statistics from east town, county, and state and puts it into books form. Then they send each agency a copy of that book.
