Sorry to say it but at a guess you main board is dead. It more than likely is something on the power side and therefore not that expensive to fix by an Elctronics repair company (as a first stop( thats if its not under warranty))

It sounds like power. Try charging the battery some other way. See if it comes to life. Obviously check see if there are any fuses in there. I'd check your battery with the multimeter too. It could be the power supply. But generally speaking something goes dead - it lack of power and relatively easy to fix. The power doesn't appear to be getting to the main board or the battery is dead flat. If the battery is flat - then maybe the power supply. You have probably some smoothing in there. My external transformer transforms it to 18.5 V - so there must be a voltage control and smoothing inside the laptop. Only a couple of months old - so never had it open. So Could be anything - but top of the suspect list is fuse, battery and electrolytic capacitor on the voltage regulator in that order. The capacitor is a big round thing with a couple of wires sticking out the end. If it's a few years old - I'm told Acer laptops are notorious for dodgy batteries. But they have improved the new ones.

I have the same issue with my Iridium Starbook except if i plug it in and leave it it comes on after about 10 minutes and then works fine! The problem certainly lies with the power conversion/distribution PCB and is not usually to hard to actually fix, it's just a pain in the arris to get to as you have to strip the whole damn machine down. You may find an electronic/computer repair shop willing to undertake this job at a reasonable price....

it sounds like a way i have killed several laptops, when a machine gets dropped the connector for the power cord gets loose and eventually stops working. then battery doesn't charge and thats one reason why it wont turn on. you also might have killed the hard drive. i suggest you be extra careful with your machine. they can be expensive to get repaired.
