http://www.ballroomdancers.com has a list of studios by ZIP code with brief descriptions and phone numbers. Classes at dance studios is a good way to go. They usually have more consistent and hight quality instructions than clubs.

I've never danced in Texas.

Other than Airports, I've never been in Texas.

I've danced in Public Libraries, Community Centers, Colleges, Universities, Parks and Recreation Centers, Churches and Schools, and of course Ballroom Dance Studios.

You might want to check into any of these sources for classes. While some clubs will give instruction, what I've seen is that the instruction at clubs is occasional, and widely spaced out so that you spend a long time there. That way they sell a lot of drinks.

Open the yellow pages and look up dance instruction.
Call the studios and ask if they teach the tango.
