I've never managed to have a proper brotherly/sisterly relationship with a guy ever - they all seem to flirt, joke and tease!

Guys are people, too, and have feelings. They hint to protect themselves from being hurt. Everyone flirts because it gets attention and who doesn't like attention?
If you get to be friends with the right guy you'll see how wonderful that type of relationship can be. You just have to make sure there are proper boundaries. Maybe the guys you've been wanting to be just friends with are really interested in you as a girlfriend?

They hint so they dont get hurt and show they are vulnerable. They are dipping there toes in to test the water, to see what reception they will get. They dont want to put themself out there and be shown up if the girl does not like them, it damages their ego.
Guys who flirt with girls they dont fancy i think they do it as they know its safe, they are practicing and doesnt matter if they embarress themselves as such as they dont fancy the person.
Some guys dont know how to just be friends with girls, how to talk to them with out flirting with them as this is the only contact they may have with girls.
Possibly may be they do fancy you but are just trying to deny it. I would say if they are flirting, joking and teasing then they dont see you just as a friend or in that brotherly sisterly way, they may be attracted to you but not actually want to go out with you.
Why can't people tell it straight, it would save so much time.

Well, speaking as a guy we can be very, very shy when it comes to asking a lady out.
Its hard to think rejection. Even a fish doesn't get in trouble if he keeps his mouth shut.
Having a go between really helps a lot. Like asking a friend to tell the guy who is flirting if he'd like to go out.
And you must have some attraction going for you if guys generally flirt with you. Your lucky in a sense.
And if they're just flirting for fun its just to boost a guy's ego; to make one's self feel still attractive even if all ready spoken for.
Trust me though starting with a friendship can really be the best way to start a serious relationship.

It's a myth that the guy makes the first move.
In truth, it's the woman that does, although it's usually a small, subtle flirt.
That's the kind of thing that helps convince a guy to approach a woman.

how many guys have you directly told that you fancy them? "my friend fancies you..." is the usual approach.
flirting is social lubrication. it makes chatting fun and women do it far more and far better than men.
joking and teasing are part of flirting but at your (undoubtedly young) age, no boy wants another sister.
