It really helps to have a place to practice. If you have an amp, PA system, small drum set that helps too. Run ads in your local free paper that covers entertainment, every city has one. There are web sites for musicians looking for other musicians. Put notes on the bulletin boards in music stores. Have cards made, go to open mike nights and hand your cards out to people you meet. Have a sound system in your practice room and Cd's so you can listen to songs you work on. Its a lot of work. Good luck!

Advertise for some fellow musicians that share your taste in music. Then rehearse and tout yourselves round some venues.
