Try removing the vacuum line to the egr. the egr may be open because of constant vacuum to the valve. If their is vacuum
to the valve, quick, fix plug the line.the proper rap air is finding why there is constant vacuum on the erg line. you will have to back track using vacuum routing chart. If their is no vacuum on the line the new egr is stuck. Biggest cause is carbon holding the egr open. Try tapping, don't hit it, on the base.

Sometimes i was able to get lucky on my customers cars by tapping on the top of the egr with a hammer and wd 40 to free it up.

I had a saturn with the egr valve problem and i took it to a shop and they removed it ,car run fine after that may not be the best solution but it solved our problem with the car
