It depends on the floor material but no matter what the composition is I wouldn't use dish soap. Choose any all-purpose or special floor cleaner as these are no-rinse products. Dish soap will need to be rinsed.
If the floor is a no-wax vinyl you need to use a special cleaner made for that type of material so you don't dull the finish.
I'd be very careful with bleach since if you splash it against anything you could do damage. You're much better off using a cleaner designed for the specific type of flooring you want to clean.
Do know that I'm not a big user of prepared products and feel there are far too many in our homes that do too much to pollute the environment. I generally use ammonia for most things but stick to Armstrong's own cleaner for vinyl flooring. I've been able to keep the "like new" shine for nearly 15 years.

Well, the dish soap will probably leave a sticky film on the floor, and the bleach could potentally dull the finish, depending on the type of floor you have. If you are just meaning will the chemical reaction be bad, probably not, it is ammonia and bleach you have to be careful with, so don't ever mix chemical cleaning products together or with bleach.
Your best bet is just using plain old hot water if the floor isn't too bad. Get a product for cleaning floors if you need more "oomph"

Although it will not hurt anything to mix the two together I am not sure I would mop with those two things. You might have a hard time rinsing the floor and it will be sticky

I know that some types of detergent are not meant to be mixed with bleach. It should say on the bottle if it is ok or not. I do it all the time.
