You can open the picture with Paint, and click Image > Stretch/Skew. A dialog box will pop up. Focus on the two stretch boxes, horizontal, and vertical. Change them both to the same number. For example, 50% to shrink the image in-half; or 100% to double the size of the image. When you're done, click 'save as', and choose what format you want it in. (I think jpeg's the best.)

Microsoft word can do it-
click "Insert"
say Picture, From File,
paste it in the document
Then resize it from there
You can then Copy the image, paste it into Paint or another image program, and save it

heres a dumb little trick ive used in a pinch in the past. drag and drop your image into an outlook express new email window. it wil ask do you want to resize. say yes, then email to yourself. advantage here is that all microsoft pc's have outlook express. disadvantage is not all OE installs or pc's have been setup for use
