Try a specific rust remover. Maybe CLR or Zud or I'm sure there are others.

Spray a little Clorox-up cleaner on rust stain let set for 5 minutes and using a magic eraser gently rub off and wipe with a clean spounge or cloth; using Clorox Clean Up and letting set 5 to 10 minutes will get stains and rust off most counter tops and it disenfects at the same time.

There is a product on the market called IRON OUT (available just about anywhere). Use a mildly abrasive sponge (Like a soft Chore Boy) and pour the iron out on the very wet sponge. After rubbing, leave the iron out on the countertop for about 10 minutes (or maybe a bit longer) and the stain will TOTALLY disappear! I used it on rusted knives from the 1960's and they are like brand new today! Good luck!

Have you tried those Mr Clean Magic Erasers? They are like a super fine sandpaper. The work wonders, and they also make a generic version, you can find most anywhere for about a dollar for 4.

Use some Comet or Soft Scrub and the scratchy side of a sponge. It always works.
