From my understanding of these types of collars, they are designed as a form of obedience training for dogs. They discharge a small electric shock, not a harmful one but powerful enough to be uncomfortable.
I guess the question becomes two-fold. (1) Are human necks different enough to be concerned about injury? I doubt it as there are more similarities than differences. Probably the worst that could happen is some minor skin irritation from the collar itself, as people aren't as hirsute.
(2) Will there be a different usage than what it is designed for. I believe that they are designed for short bursts, but your Domme might have longer durations in mind if that is possible. I think that this should be avoided as it might generate problems with the natural electrical system of the body if it is sustained. I really don't know, so I'm suggesting the surer safety.
As for being judgmental, let's just say that I wish that I had thought of that. ;-)

It's safe for a dog . so it is safe for a human .. it doesn't put out a shock that is strong enough to kill you ... BUT .. on the other hand , if you were shocking the dog every minute with the thing .. it might cause injury or death .. so if you plan on him using it INFREQUENTLY during the play .. then I guess it would be okay to try. Just remember, it was made to be used with a dog for training purposes only .. not meant to be used on humans.. so there are no guarentees as to what will happen when you use it .. we have the adjustable power collars. we use the low settings unless the animal is not responding and will move up the scale. every now and then the guys in the family have a contest to see who can hold the contact the longest. we have all taken it up to level 4 (10 y.o. boy drops immediately, but can hold on to level 1 & 2). there is a level 5, but none of us will take it. therefore we have never used level 5 on an animal. hope this helps

Not sure that all shock collars would be safe. I think the early ones gave quite a belt and it depends on the position of the collar. More modern collars use a static shock - much milder and also a 'bleeper' to tell the 'trainee' to modify it's behaviour.

These dog collars don't carry enough voltage to be seriously dangerous. You may find it uncomfortable at first,but you will build up a tolerance for it.

I would definitely be worried about using one....maybe you should ask a vet.....or a doctor. I wouldn't do it because I'm not into that much pain.....but whatever floats your boat. I hope it works out for you. I'd much rather hair pulling and butt spanking.

welllllll, you might try it on your leg first to see how 'hot' the zap is, this way you wouldnt be 'shocked' by the strength of the charge the first time or two.
