Well the Romans were very stretched strategically by the time they conquered England - there was lots of tribal fighting in England and Scotland and Ireland with lots of different alliances. The Irish proved to be particularly good at guerilla warfare. I read an account of what the romans said about the irish.
Basically when the romans entered the forests in ireland they would be bombarded with surprise attacks that were very effective and then the irish would dissapear before they could retaliate.
This had a big impact on later development of relations between the various english scottish and irish groups.

Also there were celtic communities in far more places than Wales and the romans did crush them ( remember Queen Boudica.)
Then the Celts joined forces with the Romans against the anglosaxons until the Romans left Britain altogether and left the Celts up "£$% creek without a padle against the Anglosaxons.

Over the half millennium they occupied Britain they must have known Eire existed, however, they didn't manage to subdue the Scots(Picts) or the Welsh(Celts) so that they must have thought they had enough on their hands.
