Not in the USA. We have freedom of speech, which means every idiot, myself included, is allowed to speak up his mind.
To offset this, we have laws against libel, defamation and harrassment. Yes, we are free to speak up, but we can't use our freedom of speech to harrass and abuse others.
Yahoo allows this for a very simple reason: traffic. People love to get riled up. For each racist message you get 20-30 replies. This translates to more traffic, it makes the site more popular because now you know where you can go yell at a guy because he is a racist, he doesn't support our troops, is a republican or a democrat, whatever.
