Certainly possible, often fun, depending on your skill level .. wise is debatable .. and if you don't know what you are doing they can be anywhere from mildly dangerous to extermely dangerous.
When I was 16 my buddies went crosscountry skiing after school let out during a minor blizzard. was awesome fun. we even saw a few others on the trails. We had a 4 wheel drive vechile, were in good shape, knew the land, knew how to take care of ourselves, had good gear and knew how to use it and were in good shape. Not much danger, but My mom was furious later.
The boy scouts offer an awesome experence at their High Adventure base near Ely Mn called Okpik that teaches one HOW to SURVIVE running around in the winter. An awesome experence that I regret having been taken away from me. I am told that these folks will ski out to the campsite in ANY weather.
And now, I would not attempt it - either the highschool skiing experence or Okpik .. too dangerous for me.

there are all kinds of snow storms: snow flakes just drifting down slowly, or "white-outs" and snow with high winds, called blizzards. Slight snowfalls are fun to play in, but be sure to dress warmly. The other extreme, blizzards, are very dangerous because you might get disoriented and not find your way back into your house, or you could get very cold and get frostbite in your fingers and toes. Playing during snowstorms is fun, but I am glad that I no longer live in snow country, which is even more fun!

You can run around in the falling snow, but during a blizzard; it's not a good idea. The visibility is obscured from the blowing snow and temps are beyond the freezing mark with wind chill factors going below -10*F.

how old are you???? cant u remeber the snowstorms we used to have as kids...as long as you know where you are its cool, unless youre in the artic, and then id say,,,no cause up there they arent snowstorms, theyre called white outs

I live in Wyoming. Technically, the highway here is never shut down due to weather... it's from the idiots that can't drive in it and cause an accident. You just learn to deal with it, take the proper precautions and use a few brain cells and it's no big deal.

Yah, I guess its possible you can run around, or even play in it, or evn go sledding on the tallest hill you can see.

sure, walking around is fine if you dress warm
driving around is ok too, as long as you know how to drive on snow and ice
