Neither the patients, the beds, or the technicians are axed. Rather, the axes are used by the technicians to separate the patients from the beds.
Some of the patients and beds get a few scratches from the axing, but they remain largely intact. The beds are usually tucked away in Warehouse 15, or sold as "Government Surplus" in the state they were axed from.
The technicians are then hired by the Men in Black, and implant the patients with "alien" microchips before assigining them a freeway underpass in a state which is alphabetically listed ten spaces ahead, or behind of their original state. The technicians take dead end jobs as security guards, trash pickup personell, or taxi drivers, and conduct long-range studies on the former patients at great expense to the Government. Each such technician is given a code name, such as "Hammer," or "Toilet Seat," and appears on federal spending lists under that name in the category of "General Maintenances and Repairs."
But the beds are Government Surplus. Various hospitals, shelters, and other large-scale bed buyers often bid for them in bulk, so getting a good one from this source may be difficult.

I don't think anything happens to them , they weren't there in the first place judging by the waiting list .
As for the man with the big chopper , I don't think they do that on the NHS .
