They tried that in the pub I used to drink in, the locals used black marker pen on the lens. He soon got the message :-)

I would say yes to the camera as long as you have a sign stating that you are filming/cctv...you can always say you are filming for training purposes too, which may cover you on the audio! Not sure though.
