They tried that in the pub I used to drink in, the locals used black marker pen on the lens. He soon got the message :-)

I would say yes to the camera as long as you have a sign stating that you are filming/cctv...you can always say you are filming for training purposes too, which may cover you on the audio! Not sure though.

if know one actually knows he doing this than yes he can BUT if he is caught i would think that its some type of invasion of privacy.
