Typically, the dialect spoken by the upper class/educated class is the preferred dialect of that language. Think of London ("Received" ) English or Parisian French. In order to succeed socially, politicaly or even economically, a speaker may have to learn the vocabulary and pronunciation of the preferred dialect. Think of the newscasters on BBC radio; most of them speak Received English. Dan Rather, a native Texan, had to take courses to lose his accent before he became a news anchor. Right or wrong, we associate certain dialects with cultured, educated speakers. Conversely, we tend to label speakers of other dialects as somehow substandard because they fail to project the enlightened image. Incorrect pronunciation can mar a speaker's image too: think of George Bush saying "noo-cyu-lar." He loses a lot of credibility when he massacres the language.

People take on the speech patterns of the people they associate with. Since you usually associate with people in your own finanical/ethic group, you will take the language of your social . and ethic. class. Although, people can change their speech patterns, it has to be something that they really want to do and they must be aware by being around people of another social class.

It depends on socio-economic status. You can be rich and therefore be more educated and have better vocabulary and speaking skills than those who are poor and therefore have less education, less than stellar vocabulary and no oratory abilities.
