Which is it, the gun or it's ammo?

35 caliber means it is .35 of an inch. I was a weapons specialist and armorer in the army. I got my first gun/rifle at the age of 8, that was 44 years ago. I have never seen or heard of a .35 caliber gun. The closest firearm that I've heard of is .36 caliber that was pretty common in the 1800's. That's not to say that the gun doesn't exist, but more than likely it's a one of a kind, or a custom built.

Absolutely. It's a fairly well established if not very popular caliber for rifles. It's also available for handguns.

When answering this I assumed you are using the most common definition of caliber, which is the interior diameter of the barrel. For artillery and naval guns, caliber is instead the ratio of the length of the barrel to the interior diameter. As for whether it's the gun or the ammo, the correct answer is of course both.

The original plans to build the first American 16-inch gun were approved in 1895, and the first 16-inch gun was built by the Watervliet Arsenal, NY, in 1902. It was 39 feet long (35 caliber), 5 feet in diameter at the breech, had 1-50 to 1-25 gain twist rifling (explained below), and weighed 284,000 pounds. It was tested at the Sandy Hook Proving Ground, Fort Hancock, NJ, and returned to Watervliet in 1917 for refurbishing.

I believe it's .35 and it's referring to the ammo that the gun supports.
