Why don't they do backward passes past the line of scrimmage normally? Like in rugby

Because if they miss it, it's a fumble.

That's kind of hard to explain, but the next time you watch a game watch the player on defense called the cornerback. If they threw the ball backwards it is highly likely to be intercepted.

1. Because this is football not rugby..
2. Rugby is stupid.
3. The object of the game is to go FORWARD not backward.
4. You need to learn how to write better.

They can and it is called a lateral which is a dangerous play that could result in a fumble.

They are rare but it has been done! But if the pass is incomplete, it becomes a fumble! and that's very risky!

One main reason. If they miss it is a live ball and would be very hard to recover.
