I was looking at subscribing to one of those MLB.TV which lets you watch untelevised baseball games on your computer and the disclaimer say "blackout restictions apply". What exactly does thiat mean?

The ball teams are in the business to make money. If you can watch the game for free on mlb.tv or some other way, you will not spend the money to buy a ticket, therefore, there is a "blackout zone" where the games cannot be shown on a television or otherwise shown to the people in this area. This "blackout zone" is considered to be the greatest distance most people would travel to see a game.

If the game is not sold out at the stadium, it cannot be shown in the local area.

If the local team doesn't sell out the game, you can't see that one on PPV or Cable if you're in-market (ie, Atlanta, Phildelphia).
