Someone who is not popular could win if people like her. Often popular people are not well liked, but people suck up to them because they're afraid not to. Nobody knows who you vote for, though, so there's no need to suck up to the popular girl in the voting.

These elections are based on how well the person is known. The less popular girl needs a story to get all over school that is a heart wrencher...maybe why she wants to be Homecoming Queen (overcome cancer, motheris dying of cancer, etc.) But the story better be real, because if there is a chance of the story being a lie, the girl will lose for being dishonest.
But, most likely, the more popular girl wins.

The popular one usually always wins. All things in high schools are, are popularity contests.

I think the popular girl will win because everybody will uncociecely think that she fits in this position more than an unpopular girl.

I think Sartre said that the popular one loses even if she wins because she is letting others determine her value rather than her having true self-determination.

(I made this up. This is not a very philosophical question so I tried to make it have a little deeper meaning.)

I don't really care about Homecoming Queen. When we had to vote at my school instead of checking one of my options, I added another box at the bottom of the ballot, wrote "none of the above" beside it and checked it off.

It depends on the type of person the unpopular person is, if they are the quiet type, then they have a good chance of getting enough votes if they can get inside the conscience of everyone else or do something to make it seem "cool" to everyone else to vote for them instead.

Unless she is a Bush, or MTV is on the scene, probably not. But you should try anyway, I always vote for the underdog!
