As for personal advice, I'd say it depends what kind and size of aquarium you have, and what kind of fish you're keeping in it. If you have a filter that draws water out under the bottom of the tank, you can put a thick layer of gravel on the bottom, otherwise you should limit your surface to a thin layer of gravel or sand (make sure you rinse it first to get various nasty things out). After that, you could put a few large rocks in (those round, smooth river rocks are the best), arranged in nice little artistic patches. Plants are almost a must, just about every decent freshwater aquarium has a few plants in it; the precise type to choose depends on your personal preferences. Iron wood (a special kind of wood that sinks in water) is also a good choice, and will provide a place for fish to hide in as well as making the tank look more artistic. But in the end, you can pretty much put whatever you want in, so long as it doesn't damage the health of your fish or whatever else is going to be living in the tank.
