I used to do speech and debate, and the best speeches were always the ones that took something totally random and gave it a deeper meaning. They were always the most surprising because people could start out talking about steaks and end up talking about how society has adopted a "rare meat" approach to life...basically how we don't take the time to do things or understand things properly.
Maybe you could do something like that...
Speeches that promote and encourage action are always good. You could talk about the genocides in Darfur. I don't know how old you are, but that would be a really good presentation at any age. Who's involved, how they started, actions that have/haven't been taken to fix the problem, what people can do to affect change.
You could also do something that would be of interest to your classmates. If you're in high school...how to correctly apply a condom would be a good one. I'm actually not saying this as a joke... a lot of teenagers don't know the correct way to use condoms.
Maybe you'd want to do something relating to girls? Like empowering girls to be the best they can. A presentation on girl friendly organizations. or issues and challenges that girls face and what your school can do to help.
Is there something at your school or in your community that you'd like to see changed? Give a persuasive presentation on what the problem is, how it can be changed, and why this change would be good.
You could also do a presentation that would get the entire class involved. Something that everyone can take part in...like proper makeup application (if you go to an all girls school), face painting, balloon animals, how to ask someone out on a date, how to do your favorite dance, cupcake/cake/cookie decorating. All of these can include a history, why it's your favorite thing to do, and a how to demonstration. Buy some supplies and let the entire class partcipate.
...Just a few ideas. Good luck!

Quite honestly, picking an item of interest to yourself opens the doorway to you having the best possible information. If you don't want to do that, then I would pick a topic that no one would think of or have any knowledge of. Lets see; Why are most winemakers of Italian descent? What causes a marked variance in the socioeconomic classes of two neighboring communities? Why is the study of the psychographics of a community important if you are desirous of opening a new restaurant? Why do some people like dogs better than cats and other like cats better than dogs? Or, if you are young enough, why do some people like McDonald's better than Burger King?

My favorite speach to do in school was on Origami---the Japanese art of paper folding because you can hand out sheets or origami paper to the class and after you talk about the subject you can demonstrate how to make a simple swan or animal or whatever and have the class follow along. This way they are occupied instead of staring at you the whole time. My friend tried it also and said it really took the pressure off.

You might do something that will benefit your fellow students and more importantly their younger bothers and sisters.
I suggest you do a presentation on 'Lead Poisoning in Children"
I have taught this subject for over 13 years and its very rewarding.
The link below is to a book I wrote on the subject and it is written at about the 8th grade level.
I would be more than happy to help you with this. Read the book (its not very big) and then we can chat. I'll give you a few ideas on what parts are most important.

do a controversial issue, I'm not sure how old you are though and what would be appropriate. But issues get everyone into the presentation because everyone has an opinion. For example, death penalty-is it constitutional or does it violate human rights? Animal Rights-are there are enough legislation out there to protect them? Wildlife Conservation.

Why not do your presentation on the topic of Yahoo Answers !!
Talk about how it began, how many users, the types of questions/answers and the different types of people who use it
Discuss the categories and bring out some sample questions and answers !!

Something that is in the news at the moment, maybe the problems in Romania to do with childcare - it's quite a sad topic though.
Or maybe a country you have visited.....

look what i do for speeches is use something that interests your audience. Yes, funny things can interest them, but what i find works the most is political speeches like in depth speeches on bush (for example, abu graibh - sorry i can't spell it). However, if you are going to do a political speech, make sure that you have a strong voice, to get your audiences attention

HOW CAN ANYONE SUGGEST TO YOU, A TOTAL STRANGER, A TOPIC WHICH YOU SHOULD EXPOUND ON? iIF YOU DON'T KNOW YOURSELF WELL ENOUGH TO BE ABLE TO MAKE THE DECISION FOR YOURSELF, HOW CAN ANYONE ELSE HELP YOU? BESIDES, THE BEST PRESENTATIONS ALWAYS ARE MADE BY PEOPLE WHO CARE ABOUT WHAT THEY TALK ABOUT. THIS IS TRUE EVEN IN PRIVATE CONVERSATION WHICH, BY THE WAY IF THINK ABOUT THEM, ARE ALSO KINDS OF PRESENTATIONS, ALTHOUGH ON A SMALLER, LESS FORMAL SCALE.
