They can be traded anywhere! If an instrument is design to have an excersise price like European Options there is no problem for that instrument to be traded like that anywhere in the world.
If you are talking about specific options available in the european market, again, yes. They can be traded worldwide.

Yes. European style options are traded on the NYMEX, CBOT, and other US institutions.
Some examples: S&P 500 index options (settled on price of S&P, not delivery of shar of stock), Rainfall Options, LIBOR (interest) Rate Options
Also, options on European exchanges, currencies, and even commodities for delivery in Europe are traded all throughout the US.
