If the craft passes Government inspection and you launch with clearance from a approved site with a qualified crew, sure.

Permits are available for almost anything these days.

Your own spacecraft would be classified as an experimental aircraft these days and fall under FAA regulations.

It would also be a good idea to make contact with NASA as they have the best knowledge of Flight Windows, and junk in space you may run into.

It's a good idea to know what lies in your path when you're going over 7,000 MPH.
