First, it depends on your definition of liberal.

Libertarian strongholds like New Hampshire, with its live free or die approach to life, were once considered a form of conservative. In light of the near fascist administration currently in power however, libertarians appear more and more liberal.

To the extent you define liberal to mean pro-government programs and pro-equal rights, the traditional cities of San Francisco, Berkeley and Oakland, populated by largely poor and minority residents, are high on the list. However non-traditional liberal pockets in cities such as Austin, Texas have thrived in the conservative strongholds. Perhaps the city with the strongest liberal pedigree in terms of voting would be the city of Washington D.C. (not Congress, but the actual population of the district.) That district routinely records in excess of 90% democratic voter registration.

As a general rule, the more educated and/or diverse a population, the more likely they are to be liberal. Hence, larger cities and urban areas which are "cultured" or otherwise likely to have a large professional and/or scholarly base will produce many more liberals. So too, the more likely a location is to be homogeneic, have uneducated and/or highly religious constituents, the more likely you will find conservatives. (Just as true in America as in Saudi Arabia- if everyone looks and thinks the same, people become conservative.) Hence, seaboard cities such as San Fran, Los Angeles, Seattle, Boston and New York have all the ingredients for liberal creation- minority and immigrant populations, educated individuals and a self-inspired detest for conformity.

I think San Francisco is close, but they are more liberal on just one issue.
Oregon is overall more liberal in every way. The whole state of Oregon is hydroponic!

Actually I know more conservatives in Massachusetts and Oregon. So I am going to have to go with San Fransisco. (city proper)

places are not liberal, people are. generally, places populated by the highest percentage (the percentage of liberals among the group express in a per captia ratio) are (a) the san francisco-bay area, which would include the counties of san francisco, alameda, and santa cruz; and, (b) places like washington DC [surprise], and the boston metropolitan area.

oregon is a liberal place on issues such as the environment, healthcare, marijuana, and assisted suicide.

San Francisco I think. There are many gay people there who know what it is to persecuted just for being who you are. So they pass along freedom to others.
