South Africa is one place to get loose diamonds but for quality & really good prices you should go to Amsterdamn. I was there earlier this year & there diamonds are outstanding. The people are exteremly nice & helpful. We spent nearly 6 hours looking at 3 diamonds and nobody was trying to rush us to buy it or rush us out the door!
I must say the next time I'm making a purchase like that again, I will go back to Amsertdamn.

The Ivory Coast is a good place to buy cheap uncut diamonds- often smuggled from mines or found in rivers.
