Shhhhhhh be vewy vewy quiet it's a secret --- there's this big long sucky arm that, at night when everyone is sleeping, goes down down down into the sewers and pulls up all the peepee and poopie paper people use during the day. It then takes it to the "recycle" center where the pooee mites eat all the "badies" out of it. Then, it goes to the driers where it's all fluffled up again and those "little people" at Charmin sew it all back together again.

it comes from recycled newspapers, cardboard and other non-toilet paper paper products. In any case used toilet paper could not be recycled because most of it gets flushed down the toilet.

All that nice paper that people send in, office paper, wrapping paper, newspaper, etc, go to make all recycled papers, from office paper to paper towels and toilet paper. Paper towels and toilet paper can be made from recycled paper, but cannot, themselves, be recycled.

It's made from other kinds of paper and rags.
Used toilet paper dissolves in water and can't be reclaimed as paper.
