Resizing a screenshot of windows media player?

My boyfriend is trying to resize a screenshot he took of windows media player, but he can't resize it all it does when he tries is crops it and such. He's using photoshop and yeah. I was wondering if anyone knew how or knew why it wasn't working.

If he wants to take a snapshot out of a movie, tell him to try with Windows Movie Maker. It's easy, fast and he doesn't have to pay for it cause is already on windows...
