Different women like different things... You can't simply generalise like that...
There are plenty of English women who do like foreign men and plenty that don't and probably quite a few who don't care as long as he is a decent guy. Actually there are quite a few English women who don't like men at all but that's another story.
It's the same in any country but I do think for the most part, when it comes to men, women just want someone who will treat them well and it doesn't matter so much where they come from. I just don't think most people think like that anymore.

Vague question. If you mean do women from anywhere who speak english like foreign men, then I would say, this American was loving the French men I met while in Mexico this year. None of them spoke a lick of english.

sure, I think girls like men from different cultures. It's something new. Its fun to see how they were raised and how they treat their girlfriends.
