Contact a countertop business in your area. They should be able to either provide you with the service or direct you to an independent contractor who specializes in repair of quartz and stone countertops. If you happen to be in the Chicago area, add a note here and I will get you a couple of companies. This isn't the type of repair you want to take a "try it and see how it works" approach. Chances are, the "burn mark" is a surface stain since quartz tops are very heat resistant. They're 93% quartz crystal. (I sell countertops)

It can be ground out, with the proper abrasives.
