This could be for a few reasons:

Some computer geek came up with a brilliant miss-use of the English language. His language skills are lacking.

When they invented Windows, they were going to say something like DO IT, instead of START. But when Windows 95 first came out, Bill Gates loved the Rolling Stones song "Start Me Up", so he sent a few million dollars to Mick, so that Microsoft could use that cool song in their advertising.

When you click START, you are about to start an awesomely complex task. Shutdown is just another complex task of shutting down the computer safely.

The whole point of the "start" button is to show people where every task can begin. It's not an oxymoron, just because you click it to shut down the computer - because you don't click it to turn on the computer in the first place. It's there to make navigating a computer system much easier.

No, u r wrong .. u r not exiting windows ur just turning off ur computer.
There is no such button like EXIT.. it says "Turn off computer".

If u dont want to use start button to exit windows,
u can use ALT+F4.

here's your chance to upgrade windows & make a few billion $ (provided you copywrite it & bill gates isn't reading this)by writting a programme&adding it to windows for an EXIT button to appear along side the start button,

Because you are "Starting" a process. It just happens to be the exiting process.

You have to "prompt" the computer into responding to a command. In this case shut-down or resart ect.

But start refers to start something (a process or whatever)
So, you are starting the process of shutting down
