replaced coil, plugs, plug wires, modulator, modulator pigtail, fuses, used diagram to insure plugs in right order. any other ideas?

listen this is complicated i had the same problem with my 83 high seirra. it seems to be just a hand ful of these vehicles were built in canada. i had a problem finding the pickup coil for mine because it was different than any other they offered. i ended up replacing the whole distribitor out with another gmc / chevy. and it worked. and this is what i found. the pickup coils went bad, but not completly when the starter was engaging the amperage draw was too much. not enough getting to the distribitor. here is how to check. hook a battery charger to the input wire to the distribitor. look on fire wall should be two red wires mounted on there in plain view towards driver side hook positive here. and roll engine over. it should start. i had to start mine for three months like this. but started all day long after and run great. hope this helps

When you say modulator are you refering to the ICM in the distributor? That could be one reason but another is power to the distributor. Check for hot wire. Chevy has a wire on the firewall that goes to the distributor that gave me problems for a while until I just went ahead and replaced it. Has to be electrical! Check the inline fuses by the battery also!

Try replacing the ignition module. located underneath the rotor in the distributor. Common problem.

Did you put the rotor back on the distributor shaft?

(done that)
