noodles work well. the dry pasta comes in all shapes and can be painted with acrylic paint.
flower plastic, you would want open ones cut them off at the stem, lay them flat and super glue or sew together touching peddles.
match boxes. glue a small picture to the outside of the box. connect the boxes together by crosshatching matchsticks.
burnt end matchsticks. glue together and form cover.
you can make a template with a paper design .like a coloring book picture. break the matches to fit inside the forms. when done gluing allow to dry can be painted or polyurethane.
you could sew jean pockets together and have an "auto" pocket for pens. but you said no material....
How about ballons ? take a regular ballon fold a cardboard ballon form in side it lay it flat. Put next ballon upside down do this till you have the size of the book. hold the binding togeter with split apart balloons. a ballon top quarte can be cut and attached to hold corners on.

There's a learning curve with this idea, but you could try polymer clay. Without investing in any fancy tools, you can create a book cover with a sheet of clay, color of your choice, rolling it out with the side of a glass jar or an old rolling pin (which you can't use for food afterward!). You can press things (like lace, burlap, netting, etc.) into the sheet of clay to create texture if you want. Bake the clay according to the package directions and be sure to use an oven themometer! If the oven gets too hot it can scorch the clay. After baking you can use permanent markers, or craft paint, to decorate, or even glue objects on, like little wooden shapes (which you can get at any craft store). You'll find everything you need at a Michael's craft store if you have one of those where you live.

Gather autumn leaves and arrange in a pleasing pattern. Glue on with a Strong glue. Glue them flat and put glue on the top too.You can use mog podge instead of glue. it is found with the crafts at Walmart. When it is dry the you can draw on it with a felt tip pen. or you can put more leaves on top of the glue-covered one. this wil create a 3-d effect.Tthen glue some twigs, acorns, seed pods etc. on top. use a lot of glue and let dry thoroughly. You might be able to use a Hot glue gun to do the ones on top.

How about that thin bambo or grass that the use to make window blinds out of.
I know this is made of a type of fabric - but what about artifical floral leaves glued together.

Maybe you can make a collage out of magazine pics. I know that's kind of like paper but more creative. Or, you can photocopy pics you've taken and cover it with those. Go to an art store and get ideas...maybe lace, fur, etc...

If you want to get fancy, go to your local newspaper and ask to speak to someone in the plate-room. See if they have any 'bad' plates that they'll let you have. (they use photo-etched aluminum sheets)
