It's more of a question of empathy with the situations of other people, and the ability to identify with other people, than intelligence, in my opinion. A person who watches soldiers' coffins coming home, sees their wives and parents just disintegrating emotionally, who isn't gravely moved to doubt the war, has an impaired ability to empathize with the sufferings of their fellow human beings.
Empathy is like conscience: You either have it bred into you, or factored into your character by experience, or you do not.
