I don't think that the problem lies in the percentage of men or woman who are capable of it. I believe that we are all as humans equally as capable of anything as anyone else is.
You really need to re think the question and change it to; What percentage of men and women understand empathy and are aware of how to actually express it?
I believe the problem is beyond just the definition of the condition. I believe the problem lies in knowing how to actually go about performing the action properly in relation to others feelings .
I think everyone is capable of it... so 100% but as far as those who are capable of actually expressing it. That would be about a 50/50 ratio men and women. Because even when women profess to understand what it actually is... most of their showing of what they believe to be empathy is not really that at all because it comes from a selfish place. as in seeing things from their own perspective or belief of what empathy actually is. Men I think know but fail in the expression aspect of it. SO Women completely oblivious and men, lacking the knowledge of how to go about expressing an internal condition outwardly.
There is only a very small lunatic fringe component running around out there that I would call completely incapable. Not even enough to mention because it is so small. This kind of person is sociopathic and have a condition that renders them incapable biochemically and they are not the norm... so.
I do believe that men are actually better at it considering.

Any human being (except maybe some severely mentally ill/handicapped) can experience empathy. Men may just experience it about different things than women. Women empathize with a woman dumped by a cheating boyfriend. Men may empathize by an army private who had to dodge gunfire to pull a downed comrade out of the line of fire. It's all relative to your upbringing, experiences, and values.

I think the ability to feel empathy is a function of either a person's type or level of intelligence (highly gifted children have been noted as being more capable of empathy) and/or a person's emotional maturity and well-adjustedness. From my experience, it has nothing to do with gender.

I think about 80% of men and 90% of women are "capable" but most men fight back the urge to show empathy and women will tend to show empathy in ways that don't matter. ie. I feel so bad for Megan's miscarriage (where Megan is on a soap opera) but my neighbor is stupid for not getting rid of her wife-beating husband.
