These are the d-block elements or first row transition elements.

It starts with Scandium (Sc) with atomic number 21 followed by Titanium (Ti) atomic number 22 and then Vanadium (V) with atomic number 23 and so on.

Atomic # =The number of protons. To get the neutron number, subtract the proton number from the atomic mass. Neutrons weigh the same as protons. Electrons don't weigh anything at all. Protons are positive, and electrons are negative. Neutrons are neutral. Atomic number only tells you electron number if the element is neutral (negative= positive) that hasn't bonded with another element and lost or gained electrons. Basically an element that hasn't reacted, lost, or gained any electrons. Atoms have valence shells, and ideally they want a full valence shell. When they have 1 -3 electrons on their valence shell, they lose those electrons to stronger electronegative atoms. When they are missing 1-3 electrons in their valence shell, they rip away electrons from other atoms. But when the atom element is created it has the same number of electrons and protons. Does that help?
