Because the right wing is desperate and they will do anything to shift the attention of American people. They still can't find an Weapons of Mass Destruction that Iraq had, their credibility is down and they need someone to blame it on. Hence they are doing this to President Clinton.

I don't see that pointing out the failures of our intelligence and security agencies before 9-11 put blame on anyone. It allows us to improve so that we can prevent another 9-11.I don't care who did what at this point, but did we fix it. I was not impressed with the coming interview with Clinton, whining about how he tried and no one else did, he should have said he could have done better but he didn't and take responsibility for it period. Agree or disagree with Bush, but he has never himself blamed anyone for 9-11 except for the people responsible, the members of Al queda who planned a executed the attack and our security agencies have killed and captured hundreds of these people. Total blames lie at the feet of men that will kill in the name of jihad.

Simply because he failed in his duties to protect the country and he failed to aggresively pursue terrorists in Afghanistan. Read the report. Clitoon is the sole person responsible for 9/11.

Because attacking Clinton, in any way, shape, or form is an offensive tactic used by the conservative media to start controversy which re-directs the publics attention from what the real idiots are trying to accomplish and what real tragedies are occuring in the world because of our current presidents policies. Karl Rove (Bush's brain) probably gave the order to the talking head stooges to blame Clinton. The theory of the republican media spinmeisters is that smearing Clinton is a knock on the Democratic party and it's ability to protect the masses. The fact is--when Bush took over and they were in the transition stage Clinton's people explicitly explained to the Bush Regime that their No.1 problem was Osama Bin Laden and a terrorist group called Al Queda. Yet, the Bushies, not having any interest in what Clinton's people thought period, ignored the information and any other similar types of information that came to them via the FBI/CIA until it all culminated on 9/11.

All this talk of Clinton striping the military if I remember correctly is former Pres. Bush who closed SEVERAL military bases before Clinton was ever elected.
Now to answer your question, Clinton is being blamed for the same reason no one is insulting Ann Colter on here book chastising the families of the 9/11 victims or Bush for not caring about the people in New Orleans. Bush does not want to go down in history for being the WORST President America has ever had. TOO LATE!!!

Really, we can blame Bush senior then. If he had finished the gulf war the first time, 9-11 attacks might not have happened. Actually, why don't we just blame George Washington. He could have gone over and made Iraq and Iran and all of that area part of America.

Because as usual the repuglicans need a scapegoat to divert attention away from their incompetent and criminal president. He had a full 8 months and many intelligence briefings on the subject and did nothing.

Clinton did down-size the military extensively.
But, I wouldn't put it past the liberals that they are spreading this rumor. Conservatives usually tend to blame the terrorists who cause the problems. It's a liberal game to blame Bush.
Hilary is also coming across more conservative than most liberals like.

Because he had chances to Kill or be Given Bin Laden, and fail to do either. His Administration prevented Intelligence Agencies from sharing information, that when combined, could have prevented many Attacks against us, INCLUDING 911!
