He could be considered the most infamous unsolved murderer in history. The biggest part of his 'appeal' is no one really know who he was or why he murdered in such a gruesome fashion. And the list of suspects is so varied, even including a member of the royal family. All these aspects add to the interest and keep the story alive.

If you want to restrict yourself to someone who personally did the killing, probably. But Hitler is just one of many mass murderers in power. Look at Vlad the Impaler, the historical figure that Dracula was based on. Or the Countess Bathory, who bathed in the blood of her victims because she thought that it would keep her young.

Well, he was one of the first well-known serial killers. But I persoanlly feel Albert Fish was worse. His crimes against children, which included torture and canibalism, are so heinous, Idon't even like thinking about them.
