You don't. You expose the aggregate that is already in the concrete mix. If you desire a certain size aggregate exposed, order a mix with that aggregate.
Wait for the surface to be nearly dried, and wash off the top layer of cement, exposing the aggregate.

It is easy to obtain the steps that you want. But this can be done only when the concrete is new!

In German language the name of it is " Waschbeton"

The wet concrete steps should be covered by paper sheets immersed before in a sugar + water mixture. Sugar always kills the wet concrete. The main body of the steps will be harden next day but the top side cannot ( because of the sugar). Next day you should wash the steps using a garden hose. The cement and sand being on the top layer will go away but the stones (gravel - pebbles) stays there because their bottom sides are fixed in by the cement below.

For making the steps or other garden objects made by "waschbeton" it is better to use pebbles having various colors ; a mixture of dark and clear colors.

You dont, after the concrete is layed a special retardent liquid is sprayed on the surface which stops the surface setting. Then later you wash the surface off to exspose the stones in the concrete. The size of the stone in the concrete will need to be small to give the best result. There is also a treatment available for the face of shuttering to give the same result after removal of the shuttering and washing. Follow the instructions on the product!!!.

sprinkle pea gravel after you tamp and float 1time ... float the gravel in the top inch or so let set but not to much, while still wet wash and broom ,has to be at the right time .good luck.
